Short description of the contract or purchase(s)
Sandwell Homes is an Arms Length Management Organisation set up to deliver housing services on behalf of Sandwell MBC. We are seeking applications from prospective partners who are suitably experienced and qualified to provide and deliver construction services. Applicants will be required to demonstrate experience in and commitment to Partnering and Supply Chain Management and have a proven track record in delivering major programmes of a similar scope and nature in both occupied and vacant domestic properties. This framework is for the continuation of an existing housing repair and improvement programme that has been running since April 2005 and which is due to expire in December 2010. The value is approximately 57,000,000 GBP of maintenance and investment works between December 2010 and March 2013 to bring the remainder of the Councils stock of low rise houses and flats and internally to high-rise flats up to Decent Homes Standard (approximately 5000). Sandwell Homes wishes to appoint a minimum of two construction partners to deliver the following work where applicable:
1) internal work comprising new kitchens and bathrooms, rewiring and central heating;
2) external works comprising roof works, replacement windows, doors and rainwater goods, external fabric repairs and environmental works.
Note: works to the external envelope of the non-traditionally constructed dwellings will be limited to urgent repair works only. the bulk of the external repairs and replacements will form part of a future programme.

It is proposed that the project will be divided into two geographical areas. Each contract will include various works to bring the Authority's housing stock up to decent Homes standard. The total value of the projectis approximately 57,000,000 GBP for the 28 month programme, covering the balance of the Authority's 30,000 dwellings that have not benefited yet from the Decent homes improvement works (approximately 5000). The works will comprise internally, new kitchens and bathrooms, rewiring and central heating. External works comprise roof works, replacement windows, doors and rainwater goods, external fabric repairs and environmental works. Note: Some of these properties may have had one or more of these elements upgraded in the recent past, and these elements may then be excluded from the works.

Additional Information
It is intended to award two contracts during the late summer of 2010, one for each of the geographical areas. The contract periods will be 28 months subject to satisfactory performance, and may have an option available to the Employer to extend the contract by a further 18month. A two stage tendering process will be used to select strategic contractors by quality and cost criteria. Suitable organisations will be expected to demonstrate a thorough knowledge and experience of partnering; working in occupied residential properties; tenant liaison; performance management; equal opportunities; health and safety and employment of local labour. Prospective Partners are invited in the first instance to request copies of the pre-qualification questionnaire from I.3. Applicants will be required to complete and return the Pre-Qualification Questionnaire providing evidence of their financial standing, technical competence and technical resources. Interested organisationsmust ensure that they request a pre-qualification questionnaire in sufficient time (i.e. by the date IV 3.2) for it to be received and completed in full with all supporting documents and submitted to be received by Sandwell Homes by the deadline in IV 3.3. When executing the contract within the United Kingdom, the successful contractor will be expected to comply with the recommendations of the Race Relations Code of Practice for the Elimination of Racial Descrimination and the Promotion of Equality of Opportunities, as published by the Commision for Racial Equality. Under this procurement the contractor is required to actively participate in the economic, social and environmental regeneration of the locality of and surrounding the place of delivery for the project. Accordingly, contract performance conditions may relate in particular to economic, social and environmental considerations.
The award of these contracts is subject to the continuation of funding under the Governments Decent Homes Initiative.
